二、申請人的資格要求2. Qualification Requirements for Bidder(a)滿足《**采購法》**規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：本項目專門面向**；推行節能產品政府采購、環境標志產品政府采購。促進中小企業、**企業、殘疾人福利性單位發展等各項政府采購相關政策（以最新的已生效政策為準）
(b)Qualification requirements to be met to implement government procurement policies:This project is specifically aimed at small and micro enterprises; Promote government procurement of energy-saving products and environmental labeling products. Promote the development of various government procurement policies such as small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities (subject to the latest effective policies)
(c)本項目的特定資格要求：3、**我國境內依法設立的法人或非**（本項目不接受**以自己名義參加采購活動）；
4、符合《關于對接國際高標準經貿規則推進試點地區政府采購改革的指導意見》（滬財采〔**）第17條規定的供應商，不得參加本項目的采購活動；
5、項目不允許轉包。(c)Specific qualification requirements for this program:3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; 5. Subcontracting is not allowed for the project.
