(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持**：本項目是專門面向中小企業采購，評審時，**均不執行價格折扣優惠。（2）扶持**企業、殘疾人福利性單位，并將其視同小**；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對**〔**和**〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

(c)本項目的特定資格要求：（1）持有效的營業執照；
（2）具有通信工程施工總承包三級及以上資質，安全生產許可證（有效期內）；
（3）擬派項目經理具備通信與廣電工程專業一級注冊建造師；
（4）提供依法繳納稅收和社會保障資金、近三年沒有重大違法記錄的書面聲明；

(c)Specific qualification requirements for this program:1) Hold a valid business license; (2) Have a third-level or above qualification for general contracting of communication engineering construction, and a safety production license (within the validity period); (3) The project manager is planned to be assigned to have a first-level registered construction engineer for communications and radio and television engineering; (4) Provide a written statement that the tax and social security funds are paid in accordance with the law and no major violation records in the past three years
